The Deputy Safety Manager supports and acts on behalf of the Safety Manager in implementing, maintaining and continuously improving the Safety Management System (SMS) across the organisation's three certified entities: the Air Operator Certificate (AOC), the Continuing Airworthiness Management Organisation (CAMO), and the Approved Training Organisation (ATO), all operating in compliance with applicable EASA and Maltese Civil Aviation Directorate regulations.

This is a technically demanding, data-driven role best suited to a qualified engineer with strong digital competence. The successful candidate will bring engineering rigor to safety data analysis, system design, and continuous improvement, while acting as a key technical advisor to the Safety Manager and supporting a proactive, just culture throughout the organisation.

Responsibilities

  1. Safety Management System (SMS) Support:
    1. Assist the Safety Manager in the development, implementation, monitoring and review of the SMS across AOC, CAMO and ATO in accordance with ICAO Annex 19 and EASA regulatory requirements.
    2. Maintain and update SMS documentation, procedures and manuals (OM, MOE, ATO Operations Manual) to ensure continued regulatory compliance.
    3. Act as Deputy Accountable Safety Representative during the absence of the Safety Manager.
    4. Coordinate SMS activities across all three certified entities, ensuring a coherent, integrated approach to aviation safety.
  2. Hazard Identification & Risk Management:
    1. Operate and continuously improve the organisation's hazard identification and risk assessment processes, including the Hazard Log and Risk Register.
    2. Support safety risk assessments for operational changes, new procedures, aircraft introductions, and training programme modifications across AOC, CAMO and ATO.
      1. Apply structured risk management methodologies (e.g. SHELL, Bow-tie) to complex engineering and operational problems.
      2. Liaise with technical departments (maintenance, flight operations, training) to identify latent risks and systemic safety issues.
    3. Safety Data Management & Digital Systems:
      1. Own and administer the organisation's safety data management systems and reporting platforms, including the internal occurrence reporting system and safety performance dashboards.
      2. Design, build and maintain safety dashboards, automated reports and data visualisation tools using tools such as Excel (advanced), Power BI, or equivalent platforms.
      3. Analyse safety data and SPIs to identify trends, monitor Safety Performance Indicators (SPIs), and prepare evidence-based safety reports for senior management and the Safety Review Board.
      4. Champion digital transformation of safety processes, including electronic reporting, workflow automation, and integration of safety data with airworthiness and training records.
      5. Maintain data integrity, version control and configuration management of all SMS-related digital records.
    4. Occurrence Reporting & Investigation:
      1. Manage the organisation's occurrence reporting programme in compliance with EU Regulation 376/2014 and EASA Part-ORO.GEN.160 / Part-CAMO / ATO requirements.
      2. Conduct or support internal safety investigations, root cause analyses (using methodologies such as 5-Whys, ICAM, HFACS) and corrective action follow-up with the investigator.
      3. Prepare and submit mandatory occurrence reports to the Malta Civil Aviation Directorate and ECCAIRS/EASA in the absence of the investigator or Safety Manager.
      4. Ensure lessons learned are disseminated effectively across all three organisations and tracked to closure.
    5. Safety Assurance & Compliance Monitoring Support:
      1. Support the Compliance Monitoring Manager in integrating safety assurance activities into the organisation's audit and compliance programme.
    6. Regulatory Liaison & External Coordination:
      1. Maintain awareness of EASA regulatory developments, AMCs, GMs and NPA publications relevant to AOC, CAMO and ATO operations.
      2. Coordinate with the Malta Civil Aviation Directorate on safety-related matters, including SMS oversight and occurrence reporting obligations.

Education

  • Bachelor's degree or higher in Aeronautical Engineering, Mechanical Engineering, Aerospace Engineering, or a closely related technical discipline. (Essential)
  • Recognized qualification or training in Aviation Safety Management (e.g. EASA, ICAO SMS training, or equivalent).
  • Training in Human Factors.
  • Completion of an Accident / Incident Investigation course (e.g. ISASI, CAST, Transport Canada, Cranfield University).
  • Additional qualifications in Data Science, Business Intelligence, or IT Systems.

Experience

Professional Experience:

  • Recognized experience in aviation safety, quality, or airworthiness role within a certified EASA organisation.
  • Demonstrable experience working with EASA regulations applicable to at least two of the following: Part-ORO (AOC), Part-CAMO, Part-FCL/ATO. (
  • Experience administering or significantly contributing to a certified SMS.
  • Proven background in safety data analysis, trend monitoring, and safety reporting.
  • Experience in internal safety investigations and root cause analysis.
  • Familiarity with EU Regulation 376/2014 mandatory occurrence reporting obligations.

 

Technical & Digital Competencies:

The role demands a candidate who is genuinely passionate about technology and digital tools. The following competencies are required or strongly desired:

  • Advanced proficiency in Microsoft Excel, including pivot tables, Power Query, dynamic dashboards, and data modelling. (Essential)
  • Experience with data visualisation and BI tools (Power BI, Tableau, or equivalent).
  • Proficiency in at least one scripting or automation language (Python, VBA, SQL, or equivalent) for safety data processing.
  • Experience administering safety reporting / SMS software platforms (e.g. IQSMS, Centrik, Safetynet, or equivalent).
  • Competent in the Microsoft 365 ecosystem (SharePoint, Teams, Forms, Power Automate) for workflow and document management.
  • Strong understanding of database structures and record management for airworthiness and safety data.

•     Ability to design and maintain structured digital safety records in compliance with EASA documentation requirements.
